Delhi Lieutenant Governor's decision will restructure DCW, impacting staff and operations significantly.

The assistant secretary of the Delhi Commission for Women has given a directive to terminate all DCW contractual employees immediately. A directive from the deputy secretary of the organization on Monday evening stated that the temporary workers employed by the Delhi Commission for Women have been terminated from their positions with immediate effect. The order was issued in accordance with the April 2024 directive from the WCD Ministry with the consent of the Delhi LG.

The Assistant Secretary of the Delhi Commission for Women has been instructed to promptly terminate all contract employees, in accordance with the directives from the Ministry of Women and Child Development given in April 2024. The DCW contract employees have been discharged from their duties with the permission of the Lieutenant Governor as per the directive.

The approved decision by the Lieutenant Governor of Delhi will result in a significant restructuring of the DCW, affecting its staff and activities.

In April-May 2024, the LG of Delhi instructed the removal of 223 employees from the Delhi Women’s Commission without delay. It was claimed that Swati Maliwal, former chairperson of the Delhi Women’s Commission, appointed these staff members without authorization while she was in office, in violation of the regulations. The Chairperson of the Women’s Commission was reportedly not allowed to retain employees under contract.

Following this, Swati Maliwal, the former head of the commission, directed her criticism towards Lieutenant Governor VK Saxena. Maliwal had warned that this action would cause problems for the DCW. She stated that without these contract employees, DCW branches like women helpline 181 and Crisis Intervention Center wouldn’t have been able to manage a high number of cases in the past eight years.

Indeed, on 9 September 2016, the DCW had generated 223 more positions in a gathering. A couple of weeks later, the WCD requested the DCW member secretary to update the commission on the terms and conditions of the grant they were receiving.
